Restricted targets
This Restricted Targets Policy sets out the sites, systems and categories of data that are off-limits on CyberYozh Data, regardless of whether they are technically reachable. It is binding on everyone who uses the Company-operated services described below, and it reflects how we actually run the platform, not an aspirational statement. Ethics is built into how we run our platform. Open-source code is just the starting point. How data is collected and how proxies are sourced matters just as much. These are the standards we follow in practice, not statements on a page.
1. Scope and the Ethical Baseline
1.1 This Policy applies to the CyberYozh Data platform operated by WebGears Services d.o.o. (registration number 22038745), registered under Serbian law with a legal address at Jurija Gagarina 231/329, Novi Beograd, Beograd, Serbia (the "Company", "we", "us"). It governs three components: the self-hostable web scraper (the yozh-scraper engine), the Yozh Crawler (which walks a site from a start URL, streams discovered pages, and fetches each of them through the Scraper over HTTP), and the ethically-sourced Proxy Network used to route requests.
1.2 The commitments in this Policy are enforced on the Services we operate: the Proxy Network and any managed scraping we provide. Because the Scraper and crawler are open-source and self-hostable, a Client who runs them on their own infrastructure is responsible for the legality of their own targets and data, as described in our Terms of Service. Where you use our Proxy Network or managed Services, our restricted-targets controls apply to your traffic.
1.3 This Policy rests on three standards we advertise and enforce: ethical data collection, a transparent Proxy Network, and fast abuse response. Because our Proxy Network is ethically sourced and centrally operated, we can and do block prohibited categories at the network level and monitor for misuse.
1.4 Technical feasibility is not permission. The fact that a Target Site can be reached, that a control can be bypassed, or that data is exposed does not make collecting it permitted. Everything below is prohibited or restricted even where it is trivially achievable.
2. Absolutely Prohibited Targets and Content
2.1 We operate a zero-tolerance rule for child sexual abuse material (CSAM) and any content whose collection, transmission or possession is itself unlawful. Such material is blocked, accounts involved are terminated immediately and without refund, and we report to the relevant authorities where required or permitted by law.
2.2 You must not use the Services to target or facilitate:
- terrorist or violent-extremist content, or content promoting or coordinating serious harm to people;
- distribution of malware, exploits, phishing kits, or credential-stuffing lists;
- fraud, ad or click fraud, spam, fake engagement, impersonation, or ticket-bot activity;
- denial-of-service, resource-exhaustion, or any activity intended to degrade or overload a target;
- adult content aimed at, or involving, minors, and any other unlawful adult-content targeting.
3. Government and Critical Infrastructure
3.1 You must not interfere with, overload, or gain unauthorised access to government, public-safety, or critical-infrastructure systems. This includes utilities (energy, water), telecommunications, healthcare providers, emergency services, and financial-market infrastructure.
3.2 Certain government and public-sector portals are treated as restricted targets and are only accessible after the review described in Section 8.
4. Data Behind Authentication
4.1 You must not collect non-public data behind a login, paywall, or other authentication that you have no lawful right to access. Data being reachable once you are logged in does not make it public.
4.2 You must not circumvent technical access controls or authentication measures. This includes defeating CAPTCHAs or similar mechanisms in order to gain unauthorised access, and using credentials you are not authorised to use.
4.3 Because the Yozh Crawler follows links automatically from a start URL, you are responsible for ensuring that your start URL and crawl scope do not lead the crawler into prohibited targets, restricted targets, or authenticated areas.
5. Personal and Sensitive Data
5.1 You must not collect special-category personal data without a valid lawful basis. This includes data revealing health, biometric or genetic information, sexual orientation, racial or ethnic origin, political opinions, religious beliefs, trade-union membership, and precise location. The data of children and minors is off-limits absent a clear lawful basis.
5.2 You must not harvest personal identifiers to build or sell people-profiles. Lawful basis, data-minimisation and data-subject rights are addressed in our Privacy Policy, which this section incorporates by reference.
6. Payment-Card, Financial and Health Data
6.1 You must not scrape, harvest, or otherwise misuse payment-card (cardholder) data, including primary account numbers, or other protected financial-account data.
6.2 Protected health data is treated with the same restrictions as the special categories in Section 5.
7. Sanctions, Law, and a Target's Rights
7.1 We do not knowingly facilitate collection targeting, or carried out on behalf of, sanctioned persons or entities, or embargoed regions, and we screen against applicable sanctions lists. You must not use the Services to evade applicable sanctions and export-control laws.
7.2 You must comply with applicable law and with the Target Site's terms and machine-readable signals, including robots.txt and ai.txt. You must not infringe copyright, trade-secret, or database rights. You are responsible for determining which laws apply to your targets and use.
8. Restricted (Conditional) Targets and Review
8.1 Some categories are sensitive but not always prohibited. Targets such as financial institutions, government portals, social and professional networks, streaming, and ticketing may be gated behind a use-case review before access is enabled on the Proxy Network. This is to prevent misuse, not to gatekeep legitimate work.

9. Proactive Blocking, Monitoring and Enforcement
9.1 We proactively block known-harmful and prohibited categories at the proxy layer and may add or remove entries at our discretion. We monitor for use that diverges from a stated purpose and act quickly on reports.
9.2 We may suspend or terminate access for violations, without refund, as set out in our Terms of Service and our Payment and Refund policy, and we cooperate with lawful requests from authorities.
10. Removal and Block Requests
10.1 If you operate a site or are an individual affected by collection, you may ask that your domain or data be excluded. Email abuse@cyberyozh.com with the target URL or domain, the reason, and your identity and authority over the domain. We may need to verify that authority.
10.2 We acknowledge valid requests within one business day and act on them without undue delay. Where a request concerns your own personal data, data-subject and deletion rights are handled as described in our Privacy Policy and the deletion flow in our Data Handling Policy (support@cyberyozh.com); you do not need to be routed between mailboxes, as our teams coordinate internally.
11. Reporting Abuse
11.1 Report suspected misuse or prohibited targeting to abuse@cyberyozh.com. Formal legal or law-enforcement correspondence may also be sent to abuse@cyberyozh.com. We acknowledge abuse reports within one business day and investigate them as a priority.
12. Changes and Related Policies
12.1 We may update this Policy and the restricted list at any time; the current version is always published here. This Policy forms part of, and should be read together with, our Use Policy, and it should also be read together with our Abuse Response Policy, Privacy Policy, Terms of Service, Cookie Policy, and Payment and Refund, available at /legal/.
